Microsoft recognizes that some applications still require Windows 2003 Server and have put in place a program that allows a customer to purchase a copy of Windows 2008 and then legally downgrade it to Windows 2003.
Microsoft states: &quot;Included with a Windows Server 2008 license is the right to run an instance of any previous version of Windows Server (also referred to as a downgrade or downgrade instance) in place of an instance of Windows Server 2008&quot;

&amp;#160;In a USDA Economic Research Service study, Retail Groceries on average spend nearly 38.5% of its profit margin on Labor Costs. With the overwhelming challenge of meeting such high payroll costs employers are often left with two options, one, they accommodate this cost burden which often means cutting resources and budget from other aspects of their business or two, they are forced to reduce the size of their workforce. An automated Time and Attendance (T&amp;amp;A) system with biometrics offers a much needed third option. The American Payroll Association found that businesses can achieve a 5-7% reduction in gross annual payroll by implementing an automated T&amp;amp;A solution that includes biometrics. The question is how is it able to do that?
A biometric clock option is able to produce savings by eliminating buddy punching which is a leading case of fraudulence in payroll. On average 19% of employees “buddy punched” at least once last year and 74% of companies have experienced some form of loss as a result of buddy punching; when that is considered the value of biometrics becomes increasingly evident. In 2007, The Society for Human Resource Management (SHRM) reported that CFOs feel their number one challenge they face is ‘time management’. For Pastor Paul and the Dream Center Staff who have been tirelessly working to improve the condition of Inner City Communities for a number of years, this partnership lends a hand in their Adopt-a -Block and Mind Your Own Business programs. “Currently, residents who need access to a computer would have to go to the local library, and many of them don’t have a sufficient form of transportation. To provide these residents with a computer in their home allows them to not only have the world at their fingertips, but also find a new sense of ownership in their life and potential. The younger residents can use the laptops to do research and work on homework while the older residents can use it to build resumes and search for jobs. As another example, the Mind Your Own Business program offers individuals the opportunity to come and develop their entrepreneurial visions, and by providing them laptops they have a resource that can help them realize those goals” said Pastor Paul.

SSF was launched this year with the CIO of TimeCentre, Saju Samuel, at the helm.     <title>Preparing for Wage and Hour Audits</title>

&amp;#160;&amp;#160;Recordkeeping. Compliance. Audits. These aren't a few of your favorite things. But the reality is that the U.S. Department of Labor's Wage and Hour Division has stepped up its enforcement of the wage and hour laws under the Fair Labor Standards Act (FLSA). The number of FLSA cases filed each year has nearly tripled since 1997.

What do you need to do? Get ready!

Review all of your jobs for proper classification as exempt or nonexempt under the law. Many employers have reorganized their operations and modified jobs in response to the decline in business over the past year. This may change the classification of the job. If the classification changes from exempt to nonexempt, you need to record hours worked and pay overtime premiums as required. This could also happen if pay rates are reduced as cost cutting measures, dropping an exempt employee's pay below the required threshold for exempt classification. Be aware that employees must be paid at least the state and/or federal minimum wage ($7.25 per hour), whichever is higher.

It's critical to determine correct status of the job, and it's not always clear cut. Check out this DOL Fairpay Presentation for guidance. Exempt employees must be paid on a salaried basis (exceptions: computer professionals, outside sales workers, certain professions). Any deductions made from an exempt employees pay must comply with the Safe Harbor policy under the FLSA.

Review timekeeping practices (these practices apply to nonexempt employees) to ensure compliance with the regulatory requirements.

Timekeeping records 

    Maintain for two years
    Capture start and stop times and total daily hours worked
    Ensure that supervisors review and approve time cards 


Timekeeping practices

    Discourage clocking in ahead of start times.
    Check to see if employees are docked for lateness and if so, that you are complying with the rounding rules under the regulations.
    Require employees to clock in and out for lunch and other breaks.
    Review your lunch break practices. Make sure employees are off duty during the lunch break, and that the lunch break is at least one-half hour. If the break time is paid, it does not have to be counted towards time worked as long as there is a written understanding with employees to exclude the time from overtime calculations. 
    Rest periods less than 20 minutes should be paid. 
    In certain instances, activities performed before or after the formal &quot;shift&quot; or work period, is compensable (for example, time for donning and cleaning protective clothing for the job). 
    Travel time practices must comply with the Portal to Portal Act. Factors such as when the travel time takes place, whether it is overnight travel or not, whether the employee is a passenger or driver, all affect whether the travel time is paid time or not. If it is paid time, it could also be overtime (if all time worked plus travel time exceeds 40 hours for the work week). 
    Are employees allowed or required to work at home? If so, make sure that all time worked is recorded (and paid) for nonexempt employees. 
    Review compensatory time practices (applicable to public/government employers) for compliance with regulations.

Verify Overtime calculations 

    Regular rate of pay calculation - You must include non-discretionary bonuses, shift differentials, commissions in the calculation of regular rate of pay, which is then used to compute the overtime premium. Also, if the employee is paid at two or more rates of pay in a pay period, this is averaged in the regular rate of pay based on the number of hours worked at each rate of pay. Retroactive pay increases must also be taken into account. 
    All &quot;hours worked&quot; must be included in the calculation, including off premises work. 
    The calculation of overtime is to be done on a weekly basis, using one of the allowable methods under the regulations (e.g. standard over 40 hours/week method, fluctuating work week method).

Review practices for payroll recordkeeping and keep payroll records for at least three years.

For all employees:


    Employees full name and SSN

    Birth date (if less than 19)

    Time and day of the week when the workweek begins 
    Hours worked each day 
    Total hours worked each workweek

    Total daily or weekly straight-time earnings 
    Total weekly overtime earnings 
    Additions to or deductions from pay 
    Total wages paid each pay period 
    Date of payment of wages and the pay period covered by the payment

&amp;#160;Workers in Omaha, Neb. take home $8 an hour&amp;#160; to dress up like a chicken and pass&amp;#160;out coupons for broilers at supermarkets. In Columbus,&amp;#160;Ohio an associate earned $9.50 an hour to dress as a tiger and toss out cereal boxes to psychotic fans at an N’Sync concert.
In Champaign, Ill., an Express staffer was hired to sit in a chair on the street and watch a manhole cover. The associate got $8 an hour to see that no one moved the barricade or stole the tools of the technician down in the hole, said Express Personnel owner Elaine Angelo.
Del and Elaine Angelo own an Express Personnel franchise whose reputation is based on a high level of service. Services they offer their clients puts them ahead of their competitors. They handle sign-in time, monitor absenteeism, time cards, breaks, parking, company policies and procedures, vacation and holiday pay records, etc.

&amp;#160;&amp;#160; The Associated Students at California State University, Chico (AS) uses seven Schlage Handpunch time and attendance readers at employee entrances throughout the student union and dining facilities to track the attendance of approximately 1,200 student and career employees. Readers are used at the student union, student services on campus, dining and food services. The AS is an independent student-directed corporation that provides a wide range of services and programs for Chico State students, faculty, staff and alumni. It is the largest employer of students on the Chico State Campus. 
&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; 
“Some of the employees had become very clever in the way that they had friends clock in and out for them,” explains Matt Norby, IT director for the AS.&amp;#160;“Some of these areas were high volume, which made it quite difficult for the manager to track such ‘buddy-punching.’&amp;#160;As a result, we decided to use hand geometry readers to track time and attendance reporting.”
&amp;#160;
For time/attendance/payroll use, AS employees use the keypad on the HandPunch reader to enter their ID number and then place their hand in the hand reader.&amp;#160;The reader simultaneously analyzes more than 31,000 points of the hand's length, width, thickness and surface area to instantaneously record more than 90 separate measurements and verify users. 
&amp;#160;
“Being so used to computers and other electronic gear, the student employees accepted the hand readers without question,” adds Norby.&amp;#160;“Only a small group held the inaccurate perception that biometric information could be stored for law enforcement or the government.&amp;#160;When we explained that only a mathematical equation, an algorithm, created from the 90 points was stored in the hand reader, they were satisfied.”
&amp;#160;
At Chico, the HandPunch reader connects with TimeCentre software which feeds into the AS internal payroll system SunGuard Integrated Financial and Administrative Solution or IFAS.&amp;#160;

    <title>TimeCentre Brings Home the Bacon for J&amp;J Maintenance</title>

Managing a workforce of over 2,000 employees and 35 sites is no small task. When many&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; of&amp;#160; these employees must also be paid according to the Davis Bacon Act, the workload can become even more daunting. In order to meet the special requirements of this government regulation for some projects and the Service Contract Act for others, J&amp;amp;J Maintenance turned&amp;#160;&amp;#160;&amp;#160; to TimeCentre as its solution of choice.&amp;#160;
&amp;#160;
The Davis Bacon Act requires that employees under federally funded construction contracts&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; earn a certain wage, fringe benefits and be paid weekly. This means that hourly data for Davis&amp;#160;Bacon Projects must be extracted and reports must be sent to the contracting agency&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; on a weekly basis.
The complications come in when you have employees who work under Davis Bacon Projects as well as under the Service Contract Act (SCA). This process must be integrated with the SCA requirements for reports and payroll on a semi-monthly basis. In addition, the appropriate wage must be applied to hours worked on each type of project. 
&amp;#160;In order to meet the requirements of both of these regulations, a highly robust time and attendance solution was needed. The various business rules that J&amp;amp;J Maintenance must abide by are strictly regulated, and so they needed a system that was flexible enough to handle all of these situations. For these reasons, J&amp;amp;J Maintenance sought TimeCentre as its solution provider for their workforce management needs.&amp;#160;

An analysis of City timekeeping practices revealed inconsistencies among departments. The City was able to cancel their plans to hire additional payroll staff, and existing staff members dramatically reduced the time they spent on time tracking chores.
